Medicare Agents: The 2027 Changes Are Here — Is Your AEP Strategy Ready?
As we move into the summer months, many agents naturally focus on certification season. However, this year there is even more reason to pay attention. CMS has finalized several significant changes for the 2027 Medicare Advantage and Part D plan year, and now is the time to begin preparing your business for what could be a very different AEP.
2027 CMS Final Rule: Key Changes Agents Need to Know
CMS released the Contract Year 2027 Medicare Advantage and Part D Final Rule in April. While much of the industry discussion has centered around compliance, several changes could have a meaningful impact on how agents conduct business.
- The 48-Hour SOA Waiting Period Is Gone
One of the most discussed changes is the removal of the requirement that an agent wait 48 hours after obtaining a Scope of Appointment before conducting a Medicare Advantage enrollment meeting. Agents may now collect an SOA and meet with the beneficiary without that waiting period, provided all other CMS requirements are met.
- Educational and Marketing Events Become More Flexible
CMS has eliminated the previous requirement that educational and marketing events at the same location be separated by a lengthy waiting period. Agents and agencies will have greater flexibility when planning seminars, workshops, and community events.
- Continued Focus on Compliance and Consumer Protection
While some restrictions have been relaxed, CMS continues to emphasize beneficiary protections, oversight of marketing activities, and accurate plan representation. Documentation, compliance procedures, and proper consumer disclosures remain as important as ever.
- Part D Changes Continue to Evolve
The Inflation Reduction Act’s Part D redesign has now been fully incorporated into Medicare regulations. Drug costs remain a major concern for beneficiaries, making PDP reviews and prescription analysis more important than ever heading into AEP.
AEP Success Starts Now
The agents who have the strongest AEPs rarely start preparing in September.
June, July, and August should be focused on:
- Updating client records
- Reviewing your book of business
- Identifying clients with high prescription drug utilization
- Scheduling annual reviews
- Running retention campaigns
- Organizing referral opportunities
- Preparing educational events and workshops
- Updating CRM workflows and communication systems
Remember: AEP is won during the summer months.
The agents who wait until October are usually reacting. The agents who prepare now are leading.
AHIP and Carrier Certifications Open This Month
Certification season is officially upon us.
AHIP has announced that the 2027 Medicare + Fraud, Waste, and Abuse certification program will open on June 22, 2026. Agents who still need to complete the 2026 certification must do so before the current program closes on June 18.
Many carriers will begin releasing their annual certification and recertification training shortly after AHIP launches. Completing certifications early offers several advantages:
- Avoids last-minute technical issues
- Provides earlier access to carrier training
- Helps agents become Ready-to-Sell sooner
- Creates more time to focus on clients and marketing during the summer
Our recommendation: Complete AHIP as early as possible and begin carrier certifications immediately afterward.
Your Mid-Year Medicare Business Checkup
As we approach the halfway point of the year, ask yourself:
✓ Do I know which clients are most at risk during AEP?
✓ Do I have an annual review process in place?
✓ Is my CRM updated and organized?
✓ Have I identified cross-selling opportunities for dental, vision, hospital indemnity, life insurance, or annuities?
✓ Am I certified and ready before my competitors?
The agents who use the summer to prepare often find themselves less stressed, more organized, and more productive during AEP.
2027 is already taking shape. The question isn’t whether change is coming. The question is whether you’ll be ready for it.
